INTRODUCTION

The Bay County Board of County Commissioners invites firms to submit qualifications to provide professional Project Development and Environment study (PD&E) and design services of the Philip Griffitts Sr Parkway Phase III from Clara Ave. to Chip Seal Parkway.  This project is funded through the State of Florida Department of Transportation Local Transportation Project Grant.

 

The project is being funded by a Florida Department of Transportation (FDOT) Local Transportation Project Grant Agreement # 442483-4-34-01 and 442483-4-34-02. It is imperative that Respondents examine and become familiar with the program established by the Florida Department of Transportation (FDOT). Funding for the project has been made possible through this grant and is contingent on strict conformance to the guidelines set forth by FDOT. 

 

SUBMITTAL DEADLINE/DELIVERY

SEALED SUBMITTALS for RFQ NO: 22-54 Philip Griffits Sr. Parkway Phase III PD&E and Design will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:00 PM (central time) Tuesday, June 7, 2022. Submittals will be publicly opened immediately following the deadline. It is the sole responsibility of the Respondent to ensure that the Submittal is received on time.

 

Each Submittal shall be delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401, no later than the Submittal deadline. 

 

Special Accommodation:  Any person requiring a special accommodation at a Pre-Submittal Conference or Submittal opening because of a disability should call the Purchasing Department at (850) 248-8270 at least five (5) workdays prior to the Submittal opening. POINT OF CONTACT
The County Purchasing Department will be the only point of contact for this RFQ. Under no circumstances may a Respondent contact any County Commissioner, County Administrator, or County employee concerning this RFQ until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Respondents shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (central time) on Friday, May 20, 2022.

Qualifications:
QUALIFICATIONS
All firms, to include sub-consultants, shall be State of Florida licensed professionals.

All professional services to be provided under the awarded contract shall be performed by Professionals licensed to practice in the State of Florida and in strict compliance with the Consultant’s Competitive Negotiation Act, 287.055 F.S. (CCNA). Consultants providing services under this contract shall at all times be knowledgeable of the limiting thresholds of the CCNA statutes and shall ensure that full compliance therewith is maintained at all times.

Firms shall hold FDOT certifications for the following work classes: Group 2. Project Development and Environmental (PD&E) Studies, Group 3. Highway Design – Roadway, Type of Work 3.2: Major Highway Design, Group 6. Traffic Engineering and Operations Studies, Type of Work 6.1: Traffic Engineering Studies, Group 7. Traffic Operations Design, Type of Work 7.1: Signing, Pavement Marking, and Channelization, Group 8. Surveying and Mapping, Type of Work 8.1: Control Surveying, Type of Work 8.2: Design, Right of Way, and Construction Surveying, Type of Work 8.4: Right of Way Mapping, Group 9. Soil Exploration, Material Testing, and Foundations, Type of Work 9.1: Soil Exploration.

County staff shall validate certifications using the Florida Department of Transportation’s Procurement Office web site list of prequalified consultants. If the consultant proposes to use in-house forces to do surveying or geotechnical exploration, the consultant must have the FDOT certification in that specialty.
