The Bay County Board of County Commissioners (County) seeks bids from qualified vendors to replace the switchgear damaged by Hurricane Michael at the MPAWT located at 100 Lagoon Road, Tyndall Air Force Base, FL 32403. This facility is located within a secure military base and will require appropriate background checks and security clearances prior to any workforce being allowed on the base.
The project may be reimbursed by the Federal Emergency Management Agency (FEMA) as part of Disaster Recovery from Hurricane Michael FEMA Project No. DR-4399. It is imperative that Respondents examine and become familiar with the Public Assistance Program established by the Federal Emergency Management Agency (FEMA). Funding for the project may be made possible through this grant and is contingent on strict conformance to the guidelines set forth by Florida Department of Emergency Management (FDEM) and FEMA. Respondents will comply with the Federal Regulations Contract Requirements shown at Exhibit 4.
A MANDATORY Site Visit will be held at 10:00 am (CST) on Tuesday, May 10, 2022 at the Military Point Advanced Wastewater Treatment Facility located at 100 Lagoon Road, Tyndall Air Force Base, FL 32403. This is a secure military base and will require check-in at the Visitors Center located at 2580 Hwy 98, Tyndall Air Force Base, FL 32403. County staff will meet interested contractors at the Visitors Center and escort them to the MPAWT Facility.
No questions will be answered during the site visit. All questions shall be submitted in writing to the Purchasing Department at or FAX to (850) 248-8276.
Note: Bidders shall attend the site visit. Any bidder who fails to attend will be deemed non-responsive and automatically disqualified from further consideration. The purpose of this meeting is to familiarize bidders with the project.
SEALED BIDS for ITB NO: 22-53 MPAWT Facility Switchgear Project will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department 840 W. 11th Street, Suite 2500, Panama City, FL 32401 up until 2:00 pm (central time) Tuesday, May 31, 2022. Bids will be publicly opened immediately following the deadline. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening.
Bids shall be delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401, no later than the bid deadline. Bidders should submit one (1) original bid package. Bids shall be enclosed in a sealed envelope bearing the title of the work, the name of the bidder and the date for opening. It is the sole responsibility of the bidder to ensure that the bid is received on time. The County will check the bids and notify the selected bidder at the earliest opportunity.
