Bay County Commissioner Keith Baker, District 4, moved to Bay County with his military family in 1968 at the age of 2. He attended public schools in Bay County, graduating from Rutherford High School in 1984. Sports, Baker says, have always been his passion, and after graduating high school he attended Gulf Coast Community College and finally Troy University on a baseball scholarship. In 2012, Commissioner Baker left GAC and became the director of Leisure Services for the City of Panama City, holding that position for six years before leaving to work full time as a Bay County Commissioner in 2018.
